Growth With Equity: Research Reports Best Practice In The USA

Abstract

Excerpts from "From the Bottom Up: Toward a Strategy for Income and Employment Generation Among the Disadvantaged" (Aspen Institute, 1993) came out about the same time as people in Canada were beginning to organize around a basic policy agenda to promote the scaling up of exemplary practices. This US research generally supports the role of “best practices” being a cornerstone from which to scale up, however, they were clear that the web of supports to do so could not be ignored. “While any number of local programs in the United States may be worth replicating, no singular approach can address the diversity in the clientele and context of marginal populations. Any structural attempt at poverty alleviation entails not only dissemination and replication of best practice, but also basic program and institutional development, including staff training and leadership development.”
